A retrospective evaluation of AFD Group’s support to the shrimp fishing and aquaculture sector between 2001 and 2012 in Madagascar

The purpose of the retrospective evaluation is to formulate a reasoned opinion on the relevance, efficiency, effectiveness, impact and sustainability of the projects financed with regard to the AFD Group’s intervention context, policy and procedures. The evaluator examined the achievements of the projects in relation to the objectives set. In addition, he examined the projects’ implementation and operating processes in their various implementation and monitoring phases.
