CONTEXT :
The port and auction manager’s business is halfway between a commercial operation and a public service mission. The profitability, and hence the attractiveness, of the port or auction depends on the functional perimeter included, since some tasks are structurally (dredging, lifting…) or occasionally (collection, registration…) loss-making depending on pricing, while others (services for distance selling…) are generally break-even.
The port and auction manager’s activity lies somewhere between a commercial exercise and a public service mission.
In many French ports, the scope entrusted to the manager includes vessel parking (and all or part of the associated REPP) and product marketing (with auction taxes), thus enabling a pooling of resources.
